Operating over a person is a deviation from the regulations. The CAA lets licensed pilots request a special operation authorisation for it, but that is an individual approval and not something you assume at an event, and certainly not over a dense crowd at a wedding or a concert. What is possible without it: filming the venue, an opening shot of the hall, the couple or artist in an open area without a crowd, and dramatic entrances. A licensed photographer plans the shoot to get the maximum within what is allowed, without exposing you to liability.
Where a drone delivers the wow at an event
The strong moments are exactly the ones that are allowed to film: an aerial reveal of the styled venue from above, the couple in a field or on a rooftop at sunset, an artist entering the stage from a wide angle, and documenting the scale of a festival or corporate production. These are the shots that make an event video cinematic.
